"scope" attributes in PDF tables

We have always added scope="col" head attributes to the <TH> tags in our PDF tables (as we also do with HTML). However I have a developer insisting (at least for simple tables) the <TH> tag alone is sufficient, and no scope attribute is required.
He points out that JAWS and other AT renders the tables correctly, and that there is no explicit requirement for "scope" attributes in Section 508.
I would like your feed back on whether or not his argument is persuasive.
