See "Understanding SC 3.2.2 - Specific Benefits of Success Criterion
3.2.2"
http://www.w3.org/TR/UNDERSTANDING-WCAG20/consistent-behavior-unpredictable-change.html
for some info (although the SC is about form controls, it does cover
"changes of context" which, in the definitions
http://www.w3.org/TR/WCAG/#context-changedef does explicitly mention
links opening in new windows).
