It is generally acceptable to allow disabled buttons to not be in the focus order (via tab). I agree this can be confusing to some users, however, today many screen readers including Narrator on Windows 8+ and JAWS with the touch cursor can provide access to non-focusable content via navigation methods. NVDA can as well through object navigation.

From what you describe it sounds like home should move to the first item and not to the tab. So your concern appears to be justified. Without seeing the example I cannot be certain though.

as for my companies policy, I have to test the accessibility with narrator.
but, for my better understanding, I can use other screen readers like jaws and non visual desktop.
but, we have to shared the results for the narrator Behavior
