Sip & puff users? I've never had the opportunity to observe the use of those
devices so I have no clue. Does anyone else?

That assumes that everyone who needs to skip links etc. uses/would use
the keyboard for navigation.
This leads me to wonder whether there is any group of people who
would need the ability to skip repetitive links easily but wouldn't find
it easy to use the keyboard.
I suppose not, because anyone who doesn't/can't use the keyboard
must
be using some other pointing device and can therefore scroll down past
the links.
Thinking out loud here (in a silent text sort of way) so I may just
be
rambling but I hope that you see what I'm getting at.
