Can anyone help? - I am trying to find a breakdown / summary
of UK Legislation relating to Accessibility for commercial
websites (i.e part 3 of the Disability Discrimination Act
1995) and any other relevant sections.

Does anyone know where I can find one, or where to go to ask?

The full DDA is available online:

The code of practice, which is the bit that addresses websites, is available
as a Word document:
http://www.drc-gb.org/uploaded_files/documents/2008_223_drc%20cop%20rights%20of%20Access.doc

UK guidelines tend not to be too specific in order to catch all scenarios,
but the code of practice explicitly mentions accessible websites in section
5, under Auxiliary Aids and Services. The code of practice provides the
following, as an example of a service that is subject to the DDA.

"An airline company provides a flight reservation and booking service to the
public on its website. This is a provision of a service and is subject to
the Act."
