Terry:

NotePad and the code view in Dreamweaver - WYSIWYG isn't always accessible
and sometimes neither is the code view in Dreamweaver. I've also used
FrontPage but not the new version/renamed. I primarily use NotePad now for
external CSS as it keeps my programming structure and use Dreamweaver for
the web pages. My pages aren't "dynamic" so can't comment on the ability to
create dynamic content using JAWS or other screen readers. I am a person who
uses JAWS.

You might also look at EdSharp although I haven't used it.

I code with Notepad/WordPad/Arachnafilia and I build my sites with WordPress.
