Gary,
The main problem is that the Flash file starts as an "inactive control"
and JAWS doesn't read it until you activate it. If you arrow down the
page you'll hear "flash movie start inactive control" and you then need
to hit enter or spacebar to activate it. Then you can tab or arrow
through the content.

The control is inactive due to a change that Microsoft made in Internet
Explorer as a result of the EOLAS lawsuit, in case you're wondering.

If you have any sway with this center you might suggest that they use a
javascript embedding method such as is described at Adobe's site for
"active content":
