I agree completely, that's a dumb-ass requirement.
What has happened I think is:
1. Some recommendations were made for accessibility
2. Bobby automated some of the testing
3. Bobby became popular
4. Now some clients demand bobby compliance, because they want accessible
websites
5. But since bobby is just an automated tool, and has a few fairly stupid
requirements (accessibility wise, see above), now people are coding for
Bobby instead of for accessibility.
6. Result: creativity in finding better solutions for accessibility is
limited.
