Not answering your question directly, but on that general topic...
Though I'll probably burn in accessibility hell for it, I have to admit
that I've stopped adding links to download PDF readers etc for common
formats.
Instead of adding download links on all pages I would, at a stretch,
create a single page with links to some standard viewers, and only
maintain that one.
