Not necessarily. What makes you think the signup form will be easier to
find than the signup link? I'd suggest:
1. Minimizing the number of links on the page by creating sub-hubpages
with a selection of relevant links.
2. Using headings to break up the links into sections.
3. Putting the signup link near the beginning of the page.
