It's just tentative. It very briefly explains the assignments, then tells
about access keys in general, since people might arrive at the page by
accident.

Big problem: if you would like to have page-specific assignments among your
scheme - say, so that access keys 1 - 4 have the same meaning throughout the
site whereas access key 5 is reserved for imporant page-specific purposes -
then you would need to write a separate access key explanation page for each
page.
