The w3c and the US Government have come up with
Standards. 508 is dated, but WCAG 2.0 Level AA is
straight forward and modern.

The idea that "blind, deaf,disabled, etc.
associations came together and drew up a reference
list of techniques that we developers could use"
misses the point that they already have. WCAG 2.0
Level AA is the result.

It is not easy reading, but developers read all
kinds of other technical references without
blinking. It is no harder or easier to learn WCAG
2.0 than it is to learn Flash, Ajax or XML. If
your are going to develop accessible content, you
need to understand accessibility at that technical
level. It's an important technical part of being a
competent modern developer.
