Our site template begin with a block for the agency wide banner. That banner contains the site-wide title (within <h1> tags) and some site-wide links ("Subject Index," "Home," "Contact Us," etc.), and the "search" tool. Below the agency-level banner there is a subsite banner that indicates what sub-section of our site you are in. This is in an <h2> tag. Below that is the sub-site wide navigation (done with unordered lists and css).
Only after the above do you get to the unique content for a specific page. The title here is an <h1> tag.
My question relates to the usefulness of heading tags in the site-wide, or sub-site banners. This text is logically a "title," but it is not the unique title for a page.
