I've seen similar to what you're asking done with an acronym tag using the
title attribute with a little scripting. You can tab to it, mouse over it,
and it's there for screen/voice readers. It doesn't work for
non-voice/screen reader browsers that have no scripting.

This wouldn't be a semantically correct tag for your situation, nor would
the href, but the span tag would.

If it becomes a requirement, this is probably your best bet. But if you can
get it removed from requirements, I'd steer clear.
