Does it? Like I said, I may be missing something, but I do not see
anything in any HTML standard that requires an <h1> before any <h2>.
The HTML 4.01 spec itself even directly suggests that skipping heading
levels is acceptable, though (and I quote the spec) "Some people
consider skipping heading levels to be bad practice." This certainly
doesn't sound like a requirement to me.
