Can I have my image map and eat it too?

I mean, can the link exchange banner on my homepage have some markup added
that will make it friendlier in terms of accessibility issues? This banner
has never brought me traffic, but I keep it for historical continuity. It's
been part of my homepage since early 1997. My homepage is
http://www.TheBicyclingGuitarist.net/ Many of my other pages pass Bobby and
other tests, but my homepage always fails because of this issue. Even if it
can't be fixed, if there is any tag I can add that tells people what's going
on I'd like to know about it.
