I would not expect an anchor (A) element without HREF to ever receive focus
without extra code (such as TABINDEX attribute). Maybe that's what you meant
too, but I wanted to emphasize that it's not just a matter of missing visual
indication of focus - the element just isn't part of the tabbing order or
otherwise focusable.
The URL of a problem page would have helped a lot in addressing the problem.
Actually, without it, there probably isn't much more one can say about it.
