I think that table summary tags do have a value to those that use screen readers especially if there is information in the tag regarding how the table is sorted for example, if it is sorted. To me the reason you don't see or know of a lot of pages with that summary tag in use has more to do with developers just not using it. As a user of a screen reader I love meaningful summary tags and feel it would be taking a useful tool away from me. As far as using complicated tables, the better the column and row heading mark up the easier the table will be understood. If you truly are not going to use a summary tag than you better have very good HTML headings and tips or good table captions especially for the more complex tables.
