Privacy vs accessibility, has anyone run into this technology issue?

Dear all
I am dealing with a bit of an odd issue and am curious if anyone has
dealt with similar.
The website for Iceland's supreme court hosts a lot of court
documents, decissions, schedules etc.
However, in order to protect the parties involved from showing up on
internet searches, the website (which is written in JSP) requires the
user to input random numbers displayed in a graphic whenever they want
to perform any operation on the site (no link will work unless the
proper numbers are input by the user).
Obviously this is entirely inaccessible.
I have suggested using a different captia system, such as asking the
user questions (what is 3 plus 5), as most other government websites
in Iceland, which require security, have implemented.
They claim that this does not provide the same level of security, but
do not let me talk directly to their technology staff, so I cannot get
a more technical explanation.
If anyone has recommendations or experiences of a similar situation,
and has dealt with it successfully, please let me know, on or
off-list, as they see appropriate.
