Horizontal Drop down navigation flyouts and only the final element has a link

Hi all,
We were asked to put together a horizontal dropdown navigation system
with flyouts and only the final element in the flyout has a link.
First I used the original Suckerfish, worked with our without links
however, although the keyboard only user could access every link,
there was no visual accept in the left bottom of the browser (FIrefox,
IE)
There was some other issues with the styling.. and discovered Superfish. jquery.
It seems to work fine until I removed some of the links.
Question: is this an acceptable alternative to any element without a
link? or is this confusing? <a href="#">text </a>
