Rick, The other problem with these tables is that they use an h5 heading in them which is not semantically correct for the page structure.
Here is an example: http://sbctc.edu/college/_e-abe_grant_rfp.aspx . I suppose that moving these titles to a caption tag would be more appropriate and could be styled similarly, though it doesn't appear that Contribute provides a means for assigning a caption tag.
