Marking up adverts from marketing departments

I'd be keen to learn how others push back on adverts (eg skyscrapers) that come in from marketing departments.
My job is to make everything as accessible as possible on the website, however a lot of our marketing and adverts are governed by rules like advertising authorities and regulations by authorities in our sector.
I receive a banner ad with a couple of headings, 20 words of paragraph text, decorative images, and small print... the whole area has to be clickable, but then you have huge anchor text. If the whole thing is made an image, then you have terrible alt text.
How do you deal with such instances?
