Seeking advice on picture captions

Good morning everyone:

I got a question yesterday from someone who wants to create accessible PDFs that include pictures, e.g. for a newsletter. He also needs to use cut lines (captions) underneath the pictures. Traditionally, Word specifies use of text boxes grouped with the picture to keep picture and caption together, but he says this is not read properly by JAWS in the finished PDF.
