There used to be an #accessibility channel on Freenode, but it had a
population of about three people (I was one of them) and we were very
quiet. (I remember perhaps two conversations in three years.)

If you're looking for a place to discuss accessible web development,
#web on Freenode is perhaps your best starting point, although (fair
warning) it's rowdier and more laddish than it used to be.
