Fieldsets and legends

Hi all

Is it better to have large forms broken up into fieldsets and legends or to
have a separate page for each section with the section title being part of
the page title?

I believe that fieldsets group sections in a way that can help people with
cognitive disabilities.

However, I am concerned that, for example, with the legend on a form which
has several sections including personal details, if legends are attached to
all the sections then a screen reader would read it as "personal details
name", "personal details date of birth", "personal details address", and so
on. Might this repetition be annoying?
