Web creation tool question

Does anyone know of a web creation tool like Weebly, Doodlekit that is
1- easy for a novice to use
2- creates accessible web pages.
3- is FREE
4- does not require the knowledge of html or css
I teach graduate students and pre-service teachers. I often have them do
projects where the final product is on the web so I need a tool that they
can have a web presence but yet create accessible pages without having them
access the html or css. I thought Weebly was a possible solution but you
have to edit the html and css in order to do a few tweaks, then the pages
still come up with 5 errors with WAVE due to Weebly's format. Doodlekit
looks pretty good but the limit is 5 pages for a free site. Wordpress
might be an option but I think it is still too cumbersome for some of my
students are still a bit techno-phobic.
Would appreciate any suggestions.
