I can only speak to JAWS, because I know it best. Default behavior on the
web is to read "tagged images" and ignore untagged ones unless there is an
anchor around it. However, best practice in coding should still be to set
alt="" if the image is to be suppressed.
Ifyou press INSERT+V you can locate "Graphics, show [value]" and change the
behavior with the SPACE key.
