Steve:

<h1 title="Our Officiants"><a name="content" tabindex="9"><img
src="images/officiants.gif" width="450" height="66" border="0" alt="Our
Officiants"></a></h1>
(www.ottawaweddings.ca/officiants.shtml)

Works great in both the big 3 (IE, NN, Opera) as well as Lynx, IBM HPR, etc.
and validates to HTML 4.01 Trans. Sometimes it's not just a cost factor...
in this case the client was adamant about styling... it is the real world
after all. This delivers both.
