Firefox does not typically allow toolbars and other XUL/chrome
elements to be placed in the keyboard navigation flow. If users were
forced to navigate through all of the toolbar buttons on each page,
this would significantly decrease keyboard accessibility. Instead,
toolbars should provide access to the toolbar button functions via the
browser menus or context menu. In addition to these, shortcut keys can
be provided. As Steve noted, the Web Accessibility Toolbar provides
the alt+ctrl+X menu. With the WAVE toolbar you can customize your own
shortcut keys to ensure they don't conflict with other shortcuts on
your system.
