Hi,
I'm somewhat familiar with WordPress, since we use this at SSB. I'm not sure
if there are version differences though.

Does he see it if he presses Insert+F5 to open the Form Field list instead?
It should be a button towards the top of the list.

Also, I believe the button has an accesskey of 'p', so if he is using IE he
could press Alt+P or Shift+Alt+P in Firefox.

Hopefully this helps a bit.
