Adobe Premiere Elements and Captioning

Does anyone have experience captioning videos created with Adobe Premiere
Elements? Colleague is under the impression that the "Elements" version
doesn't handle open or closed captioning.

If that's true, does Premiere regular do this?

And are there any 3-rd party software programs or services you recommend?
