The button is there and can be accessed with Jaws in a couple of different
ways. I tend to use the h shortcut key twice from the top of the page to
reach the "Publish" heading, then the b shortcut key twice to reach the
"Publish" button. Otherwise I use Jaws key + f5 to open the list of form
fields and use the p key once to move to the "Publish" button.

I don't think this would be much different in older versions of Jaws, but it
works with Jaws 12 and 13, in both IE9 and FF14.

someone who is working on an accessibility project using tactile images for
the deaf-blind has a problem, which i think this more knowledgeable forum
members can provide an answer. his query:
