Opera's old single-key navigation, which still works and will probably die in the webkit version, is IMHO the best way to navigate to non-form elements. "A" is forward, "Q" is backward. To enable, Tools -> Preferences (or Alt-P), Advanced, Shortcuts, click "Enable Single Key Shortcuts". They are fabulous from an accessibility perspective in the sense of easy to type and dictate, but non-intuitive.
