In theory, if the sectioning elements are structured correctly, the
outline presented to the end user will automatically adjust to ensure
a (supposedly) correct heading structure, so multiple H1s would be
acceptable. Of course this assumes that everything is done correctly
and that the algorithm properly reflects the intended structure. And
there is no present day support for the outlining algorithm anyway.
And there's a good chance this algorithm may change or be dropped from
HTML5 entirely.
As such, I would strongly urge the continued use of proper heading
structure as has always been recommended.
