Hi:

I am the one who suggested hiding the text link. I work for the Gov't of
Ontario (Canada) and we have just gone through an exercise similar to
Section 508 in the US. I don't know if I have raised a thorny issue with my
suggestion - my appologies if I have. However, it was my understanding that
providing a link (text or graphic as suggested below) to skip the navbar is
a good thing for accessibility. Furthermore, I thought that hiding it
(either using styles or a 1x1 transparent graphic with alt text) was
acceptable too.

Am I missing part of the issue?
