Couple of thoughts -
1. Regarding the use of 1x1 pixel images to trigger the skip nav, what about users with impair motor functions? Unless the link is tabindexed (or in the tab flow), or access keyed - it might prove difficult for them to use
2. Another altnernative to Hiermenu's (don't get me wrong... I don't dislike/disprove of the product) - you might consider coding out a crossbrowser collapsible menu system as illustrated here : http://devedge.netscape.com/toolbox/examples/2001/xbCollapsibleLists/
check out the "fancy example" http://devedge.netscape.com/toolbox/examples/2001/xbCollapsibleLists/examples/fancy.html
Sure... relies on javascript, but a noscript hardcoding of the links as suggested in an earlier reply would take care of that, and you can tabindex everything to make it keyboard accessible.
Just a couple thoughts...

Hi:
I am the one who suggested hiding the text link. I work for the Gov't of
Ontario (Canada) and we have just gone through an exercise similar to
Section 508 in the US. I don't know if I have raised a thorny issue with my
suggestion - my appologies if I have. However, it was my understanding that
providing a link (text or graphic as suggested below) to skip the navbar is
a good thing for accessibility. Furthermore, I thought that hiding it
(either using styles or a 1x1 transparent graphic with alt text) was
acceptable too.
Am I missing part of the issue?
Jules
