SharePoint workflows are pretty powerful for this type of thing but we have encountered problems implementing accessibility consistently across InfoPath forms which are often used in conjunction with SharePoint workflows.

We have also used multiple electronic signature fields on PDF forms to accomplish the same thing. The issue here is that as each person in the chain adds their signature it invalidates the previous signature. This may just be a problem with how we have implemented the signatures. Andrew Kirkpatrick may be able to address this. Another PDF/HTML5 based alternative would be to implement Adobe LiveCycle forms through a LiveCycle server.

Where I work, a lot of teams use SharePoint and its internal workflow system. While I don't know if backend things needed to be altered, but everybody gets an e-mail, which says "ok it's your turn to do your part", and brings them to the section they need, versus just throwing them into the system and navigate to the page they need
