I believe printed materials are specifically exempt from Sec. 508 in the US.
Since WCAG is WEB content accessibility, I don't recall ever seeing anything regulating printed material in it.

However, IF you wanted to contest the contrast/readability of printed materials, that could always be done. The printing and graphic arts industry has tons of measurement devices (densitometers, etc.) that measure the percentage of ink on paper and I'm sure some number could be derived for the optimal amount of contrast between the ink and paper substrate.

But I've never heard of quantified data or recommendations on accessibility or contrast of colors in printed media.
