One other thing.

You have an asterisk beside the column headings which point to "SC Public
Library Standards". Sighted persons would know to look for where the * is
explained but I don't know if JAWS (or other software) users would think to
look for what the asterisk means. I suggest that you either use the abbr tag
for the asterisk so that it can be explained in place or that the asterisk
be a link to the named anchor below where the explanation of the asterisk
exists.
