Cheryl,
Once you are in the table (read down to one of the data cells), use
Ctrl+alt+arrows to move around the table.

Alternatively, if you have JAWS 4.5 with the navigation quick keys on (on by
default), hit "T" to go to the table and then use the navigation keys.

The table seems to read fine, but you might want to consider adding @abbr
values to the column headings - it gets pretty tedious hearing the full
heading and if nothing else the FY2002 might be able to be cut out since the
whole table is about FY2002 and that information is available in multiple
places.
