Newspaper style captions

Hi,

This is my first post to this list so please be kind. :)

I run the website for a small environmental organization. One of our
staffers is addicted to PDFs, and while I'm a stickler for ensuring there's
an accessible HTML version of every PDF I post, he's constantly giving me
grief that the photos and captions aren't where he wants them.

Basically, he wants the picture to be floating in the text with the caption
right under the picture, and for it to be clear that the caption is not
part of the body text. Now, by caption, I mean the newspaper meaning of
caption...I understand that there is a caption tag in HTML but it doesn't
seem to bear a resemblance to this style.

How do I do this in a manner that is both accessible and is visually
understandable? I don't want to use a table because then the paragraph
that the picture is integrated with will appear above or below, not around.

Everything I've tried thusfar has either not met accessibility/HTML 4.0
Transitional tests, or has been really weird-looking visually and makes it
hard to distinguish the caption from the body text. I can't even find help
in the Glasshaus Accessible Websites book I got. :(

Help would be appreciated! And feel free to use pedantic
explanations...I've been doing this for years but I'm entirely self-taught
so my knowledge is often lacking. :)
