A preference for navigation by table versus by heading is going to vary a lot. More novice users might not have learned the by-table trick yet. I would probably provide the headings just to be sure, and especially if there is any text (now or later) not in the table. That might be things like service alerts, changes in schedule, amenities, etc. Headings would also be useful if you have groupings of tables, such as inbound and outbound schedules for the same route.
