Is this menu accessible?

I am building a menu within a list, and am going to use css to
change the <a> BG's on hover for visual appearance. The link itself
will consist of a small transparent gif (with alt text), and a
spanned link text next to it.
In the style sheet the gif will be dimensioned to fit over the
BG's, and the span will have 'display: none'.
I figure that if images aren't rendered, the alt will serve, and
if css is off the span will become the link instead.
Is this an acceptable method, or is there something I'm missing?
