Do you have enough NTFS permissions to run EXE files? Try pressing the Application key, next to the CTRL key on the right side of the keyboard and choose "Run As Admin".

You may also go into the properties of the file and check out under the Security tab which users have permissions and which ones do not. Use the Advanced button on that tab to set the principal and assign a user with full read/write permissions.
