The <LBL> Tag becomes important when you need to convey whether item 4 is Avocados (for example), or whether you are talking about 4 avocados.

Do you need to remediate all lists without the <Lbl> Tag? I would say no at this point, but it is important for context in numbered lists.

As mentioned, Adobe recommends starting a form with an untagged PDF. I've also found that pre-tagging a PDF that I'm going to use for a form can create more work than it saves.

However, as Adobe moves forward with improved accessibility, perhaps we will have one path to creating more accessible PDF and PDF forms.
