I would recommend following the guidance in this tutorial on menus, from
WAI:
http://www.w3.org/WAI/tutorials/menus/
If people have issues to report, I'm sure input is welcome.
It's my sense that this information is recent and would follow what's
expected, rather than things that are as old as PVI and Suckerfish.
I sometimes find that what we screen reader consumers might think we
prefer isn't necessarily what spec.(s) say. And if we don't like what
spec.(s) say, it's our job to work to improve/modify them, or change our
mindsets as technology enables us to do so.
To be clear, I'm not saying thse tutorials are spec.s. But it's my
understanding that they've been created based on them.
Kudos to WAI EO and others involved; I think these tutorials, with
included code samples, are some of the best work out there.
