Yes, I would consider this to be decorative, specifically here in context with the figcaption. The text in the figcaption is "Students at Heller are conversing in the hallway". An actual photo of students in the hallway of the Schneider Building is just the icing on the cake of the concept of students conversing in the hallway. Such an image's alt attribute would be redundant, as it is here: "Students in hallway of Schneider Building" provides no additional information, just a repetition of part of the information from the figcaption.
