I agree that a universal system for access keys would be very good for
usability. In the UK, the govt promote the following scheme for their
own websites .. however its only the numeric part that is used in a
consistent manner:

http://www.culture.gov.uk/global/access_keys/default.htm

I don't know how this compares internationally?
