HHS font-families like Wingdings, Symbol

Does anyone have direct experience with PDF documents that use "fancy" bullet labels in the Windings or Symbol or any other font outside the narrow list of HHS-recommended fonts (https://www.hhs.gov/web/section-508/making-files-accessible/checklist/pdf/index.html) ? Coming from Word sometimes we have no easy control over the bullet character.
What I am asking is
1. Whether screen readers such as JAWS or NVDA have any problem recognizing the list item label for what it is, and (assuming they do not)
2. Whether anyone has been told that it is impermissible to use such a font in this sort of case.
Ultimately, I know, the funder will have to be satisfied that HHS is satisfied, but I am curious nonetheless whether this has actually been an issue encountered by members of this community.
