Not entirely true... It is a bit of a kludge, but you can hide the legend
and the fieldset border visually and then provide some text inside the form
to function as the visual version of the label.
Obviously, this breaks when stylesheets are not used, although it is more of
an offense to document semantics than to the usability of the page...
